China's economy experiencing 'period of pain': vice minister

GNN - China's economy is going through a "period of pain" as authorities try to shift it toward slower, more sustainable growth, with the rapid expansion of its shadow banking sector a major problem, the vice finance minister said on Saturday.

"We do have problems that have been accumulating over time," Vice Finance Minister Zhu Guangyao told reporters at the G20 Leaders Summit in Australia.

Zhu reiterated President Xi Jinping's catchphrase of a "new normal" for the Chinese economy, saying it would be "running at relatively high speed instead of super high speed."

"We are changing gear and our economic structure is undergoing a period of pain and a period where we are absorbing the large-scale stimulus packages we rolled out earlier," he said.

The IMF expects global growth of 3.3 percent this year, with China growing 7.4 percent and the United States 2.2 percent. That would still be China's slowest growth in 24 years.

SHADOW BANKING

Zhu said shadow banking, a term that broadly refers to a variety of lending that does not appear on bank balance sheets, and overcapacity in the parts of the economy were some of the major problems facing China.

"The main problem of shadow banking is the offshoot business of the banks, and it's mainly about the trust funds that they run," Zhu said.

The Financial Stability Board said in a recent report that China's shadow banking sector grew rapidly in 2013 and was now the third largest in the world.

Zhu said the size of the shadow banking sector compared with the total financial volume of the world's second-largest economy "is not that great, but the biggest risk here is that growth is very rapid."

Beijing has been trying to rein in the riskier elements of shadow banking without shutting down the flow of money to smaller businesses that need funding.

Figures on Friday showed bank lending tumbled in October and money supply growth cooled, raising fears of a sharper economic slowdown and prompting calls for more stimulus measures, including cutting interest rates.

Zhu said the global economy recovery was too slow and unbalanced, and also called on the United States to ratify a much-delayed IMF quota and governance reform package.

"We also really hope to see that our partners in Europe, in Japan... will restore a relatively high growth rate," he said.

Imran’s demand not unconstitutional or unlawful: Wajih

GNN - It is not violation of the Constitution or law to include the personnel of Inter-Services Intelligence (ISI) and Military Intelligence (MI) in a Judicial Commission to investigate vote rigging allegations.

“Basically the job of Judicial Commission is to prepare investigation report and the decision in light of the report will be taken by the Election Commission of Pakistan.

The judges of the Commission will take administrative and executive inputs from representatives of ISI and MI during the investigation,” former Justice Wajihuddin said while talking to Business Recorder on Monday.

He said the Judicial Commission would not be a decision-making body; it would prepare an investigative report and on-send it to the Election Commission of Pakistan (ECP) and it would be the prerogative of the ECP to take a decision on the report. Jutsice Wajihuddin, in response to a query, said that tribunal courts undertake judicial functions and give judgements. He said that under Article 225 of the Constitution, ECP has the authority to take decisions.

According to Article-225 of the Constitution, “Election dispute, No election to a House or a Provincial Assembly shall be called in question except by an election petition presented to such tribunal and in such manner as may be determined by Act of Majlis-e-Shoora (Parliament).”

Answering another question, Wajihuddin said the constitution does not bar the inclusion of a representative of secret agencies in the Commission. However, he added that the inquiry commission could be constituted under the Commission of Inquiry Act, 1956 wherein the judges do not conduct the inquiry themselves but it is the officials of intelligence agencies (ISI and MI) that will carry out this job.

Former Justice Tariq Mehmood said that as the terms of reference have not been settled for the Commission any discussion on the matter would be premature. However, he said, it is preferable to constitute a joint investigation team instead of a judicial commission if “we want to include the representatives of intelligence agencies in it”.

Laundry soap pods dangerous for young kids: study

GNN - WASHINGTON- Laundry detergent pods could be dangerous for young children, researchers warned Monday, as reports grow of kids under six swallowing the capsules in the United States.

The detergent pods — on US shelves since 2010 — are just the right size for a single load of laundry, eliminating the need to measure out a liquid or powder.

More than 17,000 incidents from 2012 and 2013 were reported to US poison control centers of children under six being exposed to the detergent chemicals — equivalent to one child every hour — according to the new study.

“Laundry detergent pods are small, colorful, and may look like candy or juice to a young child,” said co-author Marcel Casavant, toxicology chief at Nationwide Children’s Hospital and medical director of the Central Ohio Poison Center.

“It can take just a few seconds for children to grab them, break them open, and swallow the toxic chemicals they contain, or get the chemicals in their eyes.”

In one case, the child died, while some 769 children were hospitalized, a rate of more than one a day.

Two-thirds of the cases were among toddlers — children just one or two years old.

Children who put the capsules in their mouths can quickly swallow a large quantity of concentrated chemicals, the Nationwide Children’s Hospital researchers warned.

Nearly half the children, 48 percent, vomited after ingesting the detergent, the study found.

Other effects included coughing or choking, eye pain, drowsiness and pinkeye.

Most of the detergent capsules are sold in clear, easy-to-open containers. One manufacturer last year switched to an opaque package with an additional latch and a warning label, but the study authors said this was not enough.

“It is not clear that any laundry detergent pods currently available are truly child resistant; a national safety standard is needed to make sure that all pod makers adopt safer packaging and labeling,” said senior author Gary Smith, director of the Center for Injury Research and Policy at Nationwide Children’s Hospital.

He urged households with young children to use traditional detergent.

GNN - KARACHI: Sindh Minister for Excise and Taxation Gayan Chand Israni has ordered to update checking schedule and to confiscate vehicles over tax default.

The minister issued this directive at a meeting of the Motor Registration Wing’s officials after paying a visit to the wing at the Civic Centre, here on Monday morning.

The minister directed the officers to meet the revenue target at all costs and no excuse will be tolerated in this regard.

He said that when owners of confiscated vehicles will pay the taxes with penalties then their vehicles will be returned.

The minister instructed that all the staff should be in uniform and ensure decency when interacting with the public.

Gayan Chand said that owners of vehicles should be provided registration documents within 10 days, otherwise, he warned of strict disciplinary action against the relevant officer.

He further warned that any officer who fails to meet revenue target will also be removed.

Dollar weakens in Asia on mixed US jobs data

GNN - TOKYO- The dollar weakened against the yen in Asia on Monday after surging last week to seven-year highs last week, while a closely watched US jobs report missed expectations.

In midday Tokyo trading, the greenback fetched 114.24 yen, down from 114.62 yen in New York and sharply lower than the 115.39 yen in Tokyo earlier Friday.

The euro was at $1.2476 against two-year lows of $1.2456 in US trade and 142.53 yen, compared with 142.78 yen.

On Friday, the US Labor Department said the world’s number-one economy added 214,000 jobs last month.

While that figure was weaker than the forecast 235,000, the previous two months’ job gains were revised upward and the unemployment rate slipped to a six-year low.

Still, the fresh data did little to boost hopes that the US Federal Reserve would hike interest rates sooner than its mid-2015 timeline, which would support the dollar.

The euro has been under pressure since the head of the European Central Bank (ECB) said last week that he was prepared to unveil more measures to kickstart the struggling eurozone economy.

On Monday, sentiment took a hit as Chinese inflation came in unchanged at 1.6 percent in October, well off the government’s target of 3.5 percent and adding to fears about the strength of the world’s number two economy.

Weekend data also showed growth in Chinese exports and imports slowed last month.

Traders are eyeing US figures, including retail sales, and eurozone factory output figures this week.

“While US data are expected to come in decent, the eurozone will likely continue to display sluggish recovery, which would justify (a) dovish ECB stance,” Credit Agricole said.

Oil prices up in Asian trade

GNN - SINGAPORE- Oil prices rose in Asia on Monday as dealers digested mixed US jobs data while anticipating a surge in fuel demand during winter months in the northern hemisphere, analysts said.

US benchmark West Texas Intermediate for December delivery rose 32 cents to $78.97 while Brent crude for December was up 45 cents at $83.84 in afternoon trade.

The US Labor Department said Friday the economy added 214,000 jobs last month, marking the ninth straight month of growth above 200,000 despite missing the 235,000 consensus analyst estimate.

The unemployment rate slipped to a six-year low of 5.9 percent.

Desmond Chua, market analyst at CMC Markets in Singapore, said the data raised investor optimism as it “underlined persistent jobs growth in the United States”.

Singapore’s United Overseas Bank said oil prices were also supported on “expectations that the cold weather could support petroleum products demand” despite a sell-off last week following price cuts by Saudi Arabia.

Dealers are closely monitoring the situation in rebel-held east Ukraine, following reports Sunday of Russian military reinforcements there that has raised fears of a return to all-out fighting in violation of a ceasefire agreement with Kiev.

Russia has denied being involved in the Ukrainian civil strife, but openly gives the pro-Kremlin rebels political and humanitarian backing.

Russia is one of the world’s top oil producers and Ukraine is a major conduit for Russian natural gas exports to Europe.

Sellers also took aim at the Australian dollar following a weak official survey on China’s manufacturing sector and a surprisingly large fall in Australian building approvals, while the euro hit a fresh two-year low against the greenback.

In the fourth Asian trade, the dollar rose to a fresh seven-year high against the yen after upbeat U.S. jobs-related data added to the allure of the greenback, already on a bullish footing thanks to a further divergence in US and Japanese monetary policies.

The dollar was trading against the Indian rupee at Rs 61.41, the greenback was available at 3.3355 in terms of the Malaysian ringgit and the US currency was at 6.1140 versus the Chinese yuan.

In the final session, the dollar held near a four-year high against a basket of major currencies, with its near-term fortunes hinging on whether US jobs data will add to or temper optimism about the US economy’s outlook.

The dollar has been flying high, buoyed by the view that the US Federal Reserve is on course to raise rates next year on the back of a steadily recovering US economy.

The dollar was trading against the Indian rupee at Rs 61.54. the greenback was at 3.3450 in terms of the Malaysian ringgit and the US currency was available at 6.1158 versus the Chinese yuan.

US non-farm payrolls grew at a fairly brisk 214,000 pace, but this was under economists’ forecasts for 231,000. The jobless rate dropped to a fresh six-year low of 5.8 percent.

Commuters demand fares cut in line with decrease in fuel prices

GNN - ISLAMABAD: Commuters in twin cities of Islamabad and Rawalpindi have lauded the government for bringing down fuel prices but deplored public transporters for not withdrawing raise in fare and not passing the benefit on the general public.

About 60 to 70 percent of the people in twin cities uses public transport to reach their offices and commuters travelling on daily basis are the worst hit due to the poor transport system.

Moreover, arguments and quarrels have become a routine between transporters and commuters, as many were not ready to pay high fare due to the decrease in fuel prices.

Fahim Khan, a commuter at Zero Point said that despite reasonable cut in prices of petroleum products, the public transport owners are in no mood to reduce increase in the fares.

He said that the increase in fares affects the commuters, particularly students, low- income and daily-wagers who had already been on a tight budget.

Muhammad Tariq, a student, said that it was not possible for him to pay fare after decrease in the fuel prices, adding that he spends most of his pocket money on fares of public transport.

A private organization employee, said that she had to travel from Saddar to F-6 to attend office on daily basis and pay Rs 40 in term offare.

She said that fare was always increased on the pretext of increase in fuel prices but now after cut in fuel prices, fare has not been revised.

When asked a public transport driver about the transport fares, he said that it was the responsibility of the transport authority to revise fares, adding that if transport authorities in coordination with Transport Association of the twin cities revise fares they would happily accept it.

The commuters appreciated the federal government for their generous decision for providing relief to the people.

Commuters demanded transport authority of the twin cities to revise the latest fares after reasonable decrease in petroleum products.

The commuters said transporters operating in the twin cities mostly use CNG as fuel, but the transport authority had issued the fare-list according to the prices of the diesel and petrol.

Meanwhile, a senior official of regional transport authority Islamabad said that for passing on the benefit of reduction in the petroleum prices by the government, the authority has prepared new fares for inter city routes and sent to Deputy Commissioner Islamabad Capital Territory (ICT) for final approval and for immediate implementation.

UK, Scotland Economy and Referendum

The win of Pro-independence Scottish National Party in 2011 election overwhelmingly has brought about a Marathon of “Yes” or “NO” in the UK. Although the result has come out and the majority of Scots want to stay in union, but the battle between both of these countries has been ended or not, it is still questionable as the Scotland government, headed by Alex Salmond, has opinion that staying in the union is vague and now Scots should decide its destiny. On the other hand, British Prime minister David Cameron contradicted his statement saying that the UK is the most successful political union.

So, what has brought both Scots and Britain at dagger drawn? To know what are the bone of contention between both of these countries, we would have to cast glance on the little history and current issues prevalent in the region

Why does Scotland want to get away from the UK?
The Marathon of “Yes” had to face a strong blow recently but “No affection to British factor” cannot be ignored. Even though both nations has been living side by side for decades after the acts of union in 1707, yet they have a long history of slew of battles, theirs impugnation is unlikely to fade even into the modern era as Scot’s general dislikes English and are not interested to abandon it.

Economic Issues:
Economic issues has made the situation more deterring as discrepancies over agriculture issue-payment of receipts from the EU under the common agriculture policy (CAP), Budgetary and immigration control –UK withdrawal of Schengen area-means travelers will have to face full passport control excluding Ireland-, Nuclear weapons holdings –SNP is not in favor of holding nuclear weapon at its territory while British rebuffed their views.

Oil and Currency:
Moreover, it seems as if war for oil is being fought within the UK territory and it has gripped the region because Oil along with currency has been the biggest apple of discord during election campaign as Scotland wants to take charge of its oil reserve and is willing to have joint currency in case of independence that is unacceptable to the UK. Scotland first minister Mr. Salmond says,’ Earmarking a tenth of revenues-about 1 billion pounds per year-could form an oil fund similar to the one Operated in Norway, creating a 30bn pound sovereign wealth pot over a generation.”
Besides, SNP wanted to continue pounds as its official currency in case of independence that is not supported by British’s other main political parties.

What Political measures should be taken to handle the situation?
Political gurus say that Scots has said ‘No’ to Independence by 55 to 45 percent ,but warned to Britain that it is narrow escape. Analyst believe that majority of anti-independence scots can turn into the favor of SNP if measures are not taken to calm down the woes while a recent poll by Yougov has turned up that now 52 percents of majority support break-up with the union as a result of diminishing support of labor party. So, we can surmise that the sword of debacle is not yet gotten away, if the UK chooses to quit EU, Scotland may call for another referendum in a decade as majority of the Scots are in favors of EU.
